為了應(yīng)對(duì)東京日益嚴(yán)重的犯罪，政府選出100名善良的民眾擔(dān)當(dāng)市民警察，他們可以對(duì)任何罪犯就地正法。該政策推行以來(lái)，雖然犯罪受到一定程度的遏制，但是市民警察本身也受到民眾的指摘，各種反抗行動(dòng)接連出現(xiàn)，甚至有市民警察在行動(dòng)中遇害。人過(guò)中年的芳一彥治郎（酒井敏也 飾）是編號(hào)為69的市民警察，身為快遞員的芳一事業(yè)無(wú)成，老婆女兒也對(duì)他視而不見(jiàn)。作為市民警察的芳一也不過(guò)是含混度日，只求太平。直到他的壓力逼近極限，才發(fā)現(xiàn)持槍執(zhí)法是多么刺激爽快的事情。與此同時(shí)，芳一結(jié)識(shí)了清純的便利店女孩小桃（早見(jiàn)あかり 飾）。為了博得女孩的歡心，他想方設(shè)法取得更多的錢(qián)…… 本片根據(jù)柳沢きみお的原著漫畫(huà)改編。
